We identify and quantify environmental and social impacts, design mitigation measures, and support responsible development planning in line with both international and national regulatory frameworks.
Project include large investments:
Energy Sector
Project Summary
The proposed refinery project will be developed within the Thanbayakan petrochemical complex in Minhla Township, Magway Region, covering a total area of 343.61 acres. The project includes a 25-mile crude oil pipeline from Saku to the site for transporting imported crude oil.
The refinery will be constructed within three years and will have a capacity of 3.5 million tons per year. It will process imported crude oil and produce Euro IV–compliant petroleum products.
Project Summary
GEP (Myanmar) Co., Ltd. is developing a photovoltaic solar power plant in Minbu Township, Magway Region, on an 836-acre site located along the Minbu–Padan–Ann road.
The project has a total installed capacity of 220.6 MW (DC), delivering approximately 170 MW (AC) to the national grid via a new 230 kV transmission line. The plant will be developed in four phases and will generate about 352,300 MWh annually, supplying clean electricity to the Ministry of Electricity and Energy.
Project Summary
The 151.54 MW Combined Cycle Power Plant (CCPP) is being developed by Myanmar Ahlone Power Plant Co., Ltd. within MOEP premises in Ahlone Township, Yangon Region, to strengthen Yangon’s energy security and support a reliable 24/7 power supply.
The project is implemented under Myanmar’s IPP scheme and includes gas and steam power generation units with supporting infrastructure.
Special Economic Zone (SEZ) Development
Project Summary
The Ministry of Construction of Myanmar and KMIC Development Co., Ltd. jointly initiated the KMIC Industrial Complex Project at Nyaung Hnitpin, Hlegu Township, about 40 km north of Yangon. The project covers 555.81 acres of flat land, with 1.64 million m² allocated for industrial plots.
The industrial park will include large, medium, and small-scale plots, supported by integrated infrastructure such as roads, utilities, residential and commercial areas, training facilities, green spaces, and water and wastewater treatment systems.
Project Summary
The Kunlong–Chinshwehaw Special Economic Region Development Project is located in Kunlong Township, Northern Shan State, along the Myanmar–China border, strategically positioned near China’s Lincang Border Economic Cooperation Zone.
Covering a total area of 6,016.22 acres, the project lies between the Thanlwin River and the China border and will be developed in phases across six zones. The Special Economic Region aims to promote cross-border trade, industrial development, and regional economic growth.

Deep Sea Ports Development
Project Summary
The Kyaukphyu Special Economic Zone (KPSEZ) Deep Sea Port Project was awarded in December 2015 under a DBFOMT (Design, Build, Finance, Operate, Maintain, and Transfer) framework.
The project is implemented by Kyaukphyu Special Economic Zone Deep Seaport Co., Ltd., a joint venture established in 2020 between Kyaukphyu Special Economic Zone Management Committee (KPSEZ MC) and CITIC Consortium Myanmar Port Investment Limited.
The development includes two island terminals—Made Island Port (6 berths) and Yanbye Island Port (4 berths)—covering approximately 246 hectares (600 acres). The project also includes a 15 km access road and bridge connection linking the terminals to the KPSEZ Industrial Park.
Key facilities include container and multi-purpose terminals, cargo yards, warehouses, utilities, power supply systems, water and wastewater treatment plants, and supporting administrative and operational infrastructure.
Project Summary
The Yanbye Island Port Terminal of the Project will be developed nearshore of Yanbye Island (northeastern). The project location is at about ten (10) nautical km southeast of Kyauk Phyu township. The four (4) berth multipurpose Yanbye Island Port Terminal of the Project will be developed on 96 ha (230 acres) of footprint area.
These four (4) berths include one (1) multi-purpose terminal and three (3) container terminals and will be constructed in the project’s 4th phase to handle 2.72 million twenty-foot equivalent units (TEU) of containers and 2.6 million tons of bulk and general cargo annually. To accommodate four berths, the Yanbye Island Port Terminal of the Project has a total quay length of 1,600 m and a width of 600 m.
Project Summary
The Access Road and Bridge of the Project is one of the components of the KPSEZ DSP Project. This is designed as a major corridor, comprising a four-lane highway (two ways, with four lanes) for the Made Island Port Terminal of the project and a connecting bridge linking the oceanic trench of Yanbye and Made Island. The schematic of road design is illustrated in the figure below.
The length of the access road is about 15 km (including the bridge linkage). The access road to Made Island Port Terminal (AB, BC, DE) is a four-lane road with a width of 26.1 m. The branch access road to Yanbye Island Port Terminal of the Project (BG) is a two-lane road with a width of 14.3 m. The road layout and sections are shown in the following figures.
Infrastructures Development
Project Summary
The project involves the development of external infrastructure—including water supply, road expansion and upgrading, and power supply—to support the Korea–Myanmar Industrial Complex (KMIC) in Nyaung Hnitpin, Hlegu Township, Yangon Region. The KMIC covers approximately 555.81 acres.
The project is implemented by the Department of Urban and Housing Development (DUHD), Ministry of Construction, with financing of USD 61.816 million provided through the Economic Development Cooperation Fund (EDCF) loan from the Export–Import Bank of Korea.
Project Summary
The Yangon–Mandalay Expressway Improvement Project was initiated by the Ministry of Construction (MoC) in 2019 to enhance road safety and reduce traffic accidents along Myanmar’s key transport corridor. The project covers approximately 525 km (from Mile 64 to Mile 588) of the 588-km expressway.
The project includes pavement upgrading and repair, road safety installations, and geometric alignment improvements. It is implemented through cooperation between the Kyong Dong Engineering Consortium (KDEC) and the Ministry of Construction, following the completion of a feasibility study and basic design for Myanmar’s Central Backbone Expressway.
